********** (Unjustifiable) invoicing for services not rendered... Fix This please

I would essentially like to know why am iI being billed for fiber that has not been activated and does not work. You guys cannot bill for a service not rendered. firstly ive been bounced from frogfoot to axxess about by blinking broadband light. Not-Provisioned, not-connecting, and faulty is the feedback i got.

I do not have a problem waiting for the installers to take 10 months to fix the cabling. the problem i have is being billed for fiber that has never worked... How was my ticket for an installation closed before i confirmed connection. This is ***** guys.

I need answers.
