Charged for Fibre that has yet to be delivered

Utterly disappointed at the service I am getting from Axxess I registered for fibre last week and they delivered the router and no fibre line, they have not charged me for having fibre which they have not yet delivered, how is that right ? When can I expect the fibre to be delivered?
