Cant get internet installed

The lines department is pathetic, no one answers their phone. Why is it so difficult to get internet installed? Then to have the openserve technicians shout at me because they dont feel like installing a line in the rain. Terrible terrible service so far and seriously considering using other people completely. Come now guys.
