Bad Shaping on package

I have a uncapped 2mbps package with axxess and have very bad shaping 24/7. I have queried this with multiple people and they claim it should work correctly after hours or when the network usage drops. It does not seem to do this and they have not found a solution. Would like to move over to another ISP as I have not been with them for more then a month. Would like this sorted out ASAP as I do not believe Axxess can resolve my issue.
