axxess - 'legal' theft

i did an online application on the 22nd of February. axxess billed me immediately for R75.00 which they claim is pro rata. now, on the 28th of February, i have not received the sim card as yet. Axxess claims that they are entitled to bill me for services not provided. an absolute disgrace of a company. this is nothing but theft
