ADSL Line not syncing and operating at advertised speeds

<p>I switched to axxess from telkom a few months ago and in many respects I am happy with the service. However, I also upgraded my line from 2 mbps to 4 mbps. However, I am not recieving these speeds, according to axxess' own tool, the line typically syncs at around 3 mbps or even less. I find this unacceptable as I am paying for the 4 mbps service. If its not foxed, I will be forced to downgrade to 2 mbps.</p>
