What's happening with Amobia

For the past 2 months, I seem to have continuous issues with my internet connection. The latency is about 1500 ms, download 0.2 Mbps on 4Mbps line (cost R 800/months). This is happening every hour or so for 30min to 2 hours, then the service resumes for an hour or two and the again. I have send numerous emails, which most of the had been simply ignored except automated reply with a ticket number. The service desk is unavailable after hours, the phone just rings. Please fix it!!!!
