Worst Internet speed

I logged a complaint with afrihost a month ago complaining of my slow Internet speed, I'm on a 4mb unshaped plan,but I only get about 1gb speed,they tried passing the buck to telkom,further on I called in,they promised to get back but never did,further more I smsd help as per there website,was called and promised a call back,further on I text help another 3 times a week later but then I get a missed call from this number, is this the service that afrihosts advertising as the number 1 isp on there website, because at the beginning of every month they don't have a problem debiting my account for a 4mb package,I'm highly irritated
