Unable to fix Terrible Connection Speed

I pay for a 400mb fibre connection. When I run a speed test, the speed is always less than 100mb and thats on a good day. I have called. I have emailed. They have reset it on their side. I have unplugged everything. followed all the steps. MANY times. So I will be cancelling and hoping for better luck with another ISP.
