Speed reduced while paying for higher speed

I've throttled at 20mpbs even though my fibre speed should be 100mpbs, I then updagraded to 500mbps and money was taken from account and the speed was not upgraded. how is this even legal? I want my refund for the speed since this was reduced with out my knowledge and have been billed for a higher speed. this is *******.
