Robbing people blind

I have a suspended account that I was unable to pay last month, I never got to the point to pay the account and lift the suspension. So for a whole month I was unable to use the account or the allocated data for the account. This month at the start of the month they billed me for this month on the same suspended account, and now want me to pay for both months.

And the best is according to them I will not get the data for last month either, so I will just be paying them for having a account that I can't use. I don't see this as fair use. Should some one be forced to pay for a service they couldn't even use? Should a person pay for data they will never receive?

I have requested that the account must be closed but they still want me to pay for both months.
