Recurring fault with no resolution

I have been experiencing high latency issues on real time applications (TeamSpeak, Skype, Counter Strike GO) for three weeks now, and only when shaping is app**** to my account. The voice services mentioned are unusable, and in CS:GO I am stuck with ~500ms latency. I have continually brought up the issue, and there has been no permanent resolution. Following my second complaint, there was a brief improvement but the issue has now reasserted itself. In order to use these services and games I am forced to \turbocharge"my account to remove the shaping policy temporarily"
