Nonsensical Service from this ISP

These people are ******, earlier I chat to one of their agents. To ask if I can downgrade my service, that I have cancelled. She says I must reactivate and try, only to find out it will only take effect November. Then I ask her to tell accounts to contact me.

Now it is 8 hours later, still no call. They must just don't ****en bother to debit my card, otherwise I will contact my lawyers. This is nonsense what they are doing.
