Non-delivery on fibre speed

Recently I have been experiencing very poor connection speeds. On the 1st of July, 2021, after weeks of consistently getting max speeds of 15-20mbps on a 30mbps fibre line I upgraded my fibre line to 100mbps. Now I am getting the speed that I should have gotten on the 30mbps (between 25-35mbps). I reported this to Afrihost (my ISP) who kept advising me to test the connection speed by plugging a laptop directly into the ONT of the fibre line. I kept getting the same disappointing results, not even close to the 100mbps for which I am currently paying. Afrihost logged the fault to Frogfoot and advised me to wait 24-72 hours for a response. After waiting 3 days I contacted Afrihost again to query when I would be getting a response from Frogfoot, after which they informed me that the original fault call was never logged and they would log it, correctly this time, with Frogfoot. This was on the 7th of July. Yesterday on the 8th I contacted Afrihost again to get an update and was told that the call was re-escalated for feedback and to resolve the issue. It is nearly the end of business on the 9th of July and I have not yet received a response from Frogfoot on the issue. This is very disappointing service from both sides, but mainly on the side of Frogfoot who seem unable to provide customers with the basic speeds promised when purchasing a fibre package. It has now been more than a week since I upgraded my line, but I have yet to receive any of the kind of speed that I am expecting. When will Frogfoot resolve this and can I expect a refund for the week spent paying for a 100mbps line but getting 30mbps? If a competitor supplier of fibre were available in my area I would move to them, but as it is I'm stuck with Frogfoot.

After contacting Afrihost yet again today I was told that frogfoot closed the ticket on the issue as they consider my line speed healthy and good enough. I was not informed of this, only finding it out after following up with Afrihost myself. Afrihost yet again requested me to connect my laptop to the ONT, which saw me getting a max speed of 85mbps. Afrihost's response is that the speed on the line fluctuates and dips as more devices connect to it. I do not consider this to be a good enough response as it means I start with a speed of 85mbps and not the 100mbps I'm paying for and it tapers off from there. Their response is that they cannot log a ticket as it will keep returning healthy speed. I do not consider this good enough but have no run out of options with both Afrihost and Frogfoot and don't know where to take it from here. Frogfoot remains unable to provide the speed as advertised.
