No modem delivery three weeks

I ordered fiber three weeks ago . At the time we were not told there is a wait for modems. Vimatel installed the fiber within two days almost two weeks ago but Afrihost have a “backlog” of modems . I was promised one last week and still nothing. I have been billed (again without notice) on the 19th January and paid for the whole month (and February) still without any data usage! Afrihost have in the past been very good but now this is ridiculous. I want a modem delivered and I want credit for all the days of non usage.
