Managers are inaccessible

Near impossible to get to speak to a manager. After lengthy conversations with technical support and accounts, I get transferred to Sheldon Mason and get informed of a waiting time of 15 minutes. Unfortunately, I don't have 15 minutes to spare. It seems like the staff are unable to record or convey messages nor make decisions.
