Why do I get throttled ?

I paid for this - 250Mbps+ Metro Fibre Pure Fibre - 250Mbps Pure Uncapped Fibre - 250Mbps/250Mbps MetroFibre

My upload speed is around 67 Mbps Download a whopping 1.33 Mbps

The above happened 4x times last month and 2x this month.

The Whatup line cannot solve the above problem in my working hrs after 20:00.
