Getting less than half of the speed I pay for

It has been weeks now already where I do not get the speeds I am paying for. I am currently on 20Mbps line and I get speeds between 7 and 11 every single day. I have raised this with Afrihost and have not received the response I require, I keep on being sent on to another department. Their latest is that the international lines are down and so is my speed, weird that I have been experiencing this even before the international lines got damaged.

I AM DONE WITH AFRIHOST, I WILL BE CLOSING MY ACCOUNT.
