Fibre issues

I ordered a 200meg line, but once they installed the fibre the best I get is 40meg which is not even close to the speed, I did call a few times to get assistance and every time they just escalate it and its been more then a month now and its even worse. Im at 5meg.. I am thinking of cancelling the fibre all together.
