Afrihost throttling fibre download speed

I have a fibre unshaped package with is supposed to give 10MB download speed. Two speed tests were run approx 20 mins apart between 19h30 and 20h00 on 28 April. Results were 1.6MB and 1.7MB download speed! A call was logged with Afrihost which has resulted in 3 e-mails plus a phone call from their Client Services Dept - all totally unsatisfactory! I keep being told the problem is router configuration / WiFi range / number of devices / etc. / etc. All nonsense. Bottom line is that Afrihost was throttling my download speed. This always seems to happen towards month end - coincidence?
