Afrihost / Cell-C LTE Connection Speeds

I have recently received my Cell-C LTE router / package through Afrihost. I'm really disappointed with the average speeds I'm receiving. On the Afrihost website it clearly states that Cell-C LTE network averages 10-16Mbps, however with only one device connected i'm averaging 1.21Mbps download. I can barely do anything at this speed offering. This is effectively false advertising and a big inconvenience.
