Afrihost 0.9mb fixed wireless

2 months of running at 0.9mb after having a solid 25mb for the first month of my fixed wireless. I was told it was being migrated to Rain and thats the reason. However this has been going on for 2 months and i was then informed i would be refunded for the lack of service. Since then 2 months no 1 has responded and my emails are being ignored. I get told managers will call back eetc and nothing i dont know what more to do.
