ADSL order takes forever

I app**** in January 2015 for a telkom line. My house had an existing line so it just needed to be activated. It took telkom a month and a half to come and connect the line for me. The appointment was in the morning and the technician pitched after 5pm. After the line was connected it was a normal telkom line. I asked for an adsl line. So I phoned telkom 5 times to convert this to an adsl line. After that I choose Afrihost as my SP. I paid for the internet and modem. Awaiting the line to be converted. At the end of February I gave up on telkom and asked afrihost to manage and take over my line and apply for the upgrade. Please not that I've been paying monthy depit orders for the internet with no line to use it, paying telkom for the line rental. So at the end of march I contacted afrihost to ask about my line migration. I app**** on the 5th of March at afrhost for the line order, the order went through on the 20th of March according to afrihost and now I have to wait 28 working days for this conversion to take place. I don't know who to blame as I need internet and paying mobile bills just to stay connect. So at the end of the day I will have paid 3 months of internet and line.
