Accounts - Bad Service - Charged for no usuage

I have been charged for 2 months for using the Internet and the modem is broken how can I be billed for data if no data was used? I tried to email, calling and Whatsapp they refuse to assist and say I must pay. I even have proof that the Modem is not working as they collected it with Ram Couriers.
