4mbps capped bundle. Why is my bandwidth being shaped?

<p>I got 4mbps capped bundle cause afrihost promised 100% that my bandwidth will not be shaped. Guess what I get below 2mbps most of the time. Data gets rolled over but what ca I do with 300gig of data with speeds of less than 2mbps. Seriously? Spent hours on the phone. No joy to date. Please guys give me what I pay for or admit you can't and i'll leave. I have to use my brothers account now but even with his it's the same story. </p>
