No delivery and no feedback for refund

I ordered a cell phone (paid by credit card) on the 25th of July. Conversation back and front with Ashley about no delivery and that I want to cancel after it took more than two weeks and no delivery. No she doesnt want to take responsibility and tells me to mail a different person, Wayne, for refund. \Wayne"does not answer his email. No Refund. No Cell Phone. No answers. """
