Stole my money

I tried sending money to my mom on Aug 2nd. A week later the transaction was still on processing and I tried to cancel the transaction. I received an email on the 8th of Aug stating that the transaction has been cancelled and a refund will be provided. Its the 28th of Aug and I have not yet received my refund and i can't get a hold of anybody to assist me.
