BEWARE AND BE SURE OF OVERSEAS NETWORKS!

Once again, I really need to have an answer to this question :

1. 3 years now and still NO REFUND from Globe Network who took money from many South Africans for SPACE STATIONS which were never delivered, and refunds were promised 3 to 4 years ago and still NOT received! WHY NOT ??? 2. On Putting in upteen SUPPORT TICKETS AS REQUESTED, just moved to file 13 with a sentence...we will get back to you! YET 3. They SPEND lavishly ON the overseas network and SOME of their members were refunded.

Can ANYONE advise how this can be reported to WORLD WIDE authorities! It would be much appreciated.
