Money billed on Credit Card and not refunded

I rented a car from Woodford OR Tambo from the 3 - 6 DEC 2015.<br> I performed an online booking with travelstart where I paid R1714.26 and received a carhire voucher.<br> I presented the voucher to Rakesh (the manager) and he informed me that he could not see the booking on their system.<br> I was told no payments was needed due to the carhire voucher that I presented to him but once I returned the vehicle before 9AM on the 6th I saw an amount of R2090 was billed on my credit card for no reason.<br> I then called Rakesh and informed him on the 6th and he said he would sort this out and call me back.<br> He did not call me back and I called again and was told that he could only sort htis out on Monday 7 Dec due to headoffice being closed.<br> I then called on 8 Dec many times and was told he would email headoffice a request to refund me and that he would call me back but this still has not happened after calling 5 times.<br> Travelstart booking reference is ZA*** <br> I also rented a vehicle in Jan 2015 and paid R1000 deposit online and this still has not been returned to me after many emails and phone calls confirmation number 153882C.<br> I want all my money back as this is theft and bad customer service.
