Mid November & Still no number plates or licence

I bought a Datsun Go for son in the middle of November (brand new) and paid for licencing and number plates. It is now the 9th of February (almost 3 months) and we have still not received the licence or the number plates. I have given up now trying and have no idea how to sort this out. My son is now in Johannesburg and the temporary plate has expired again today. He still needs to go back to Cape Town on Wednesday. The most shocking service I have ever experienced when buying a car.
