Wesrbank approves Black listed clients

I tried to report a ********** transaction but was told theres nothing they can do as im a third party

1. How do banks approve clients fro finance when they are black listed for over a million rand which includes 2 reposesed properties and this person is also sequestrated this means no finance may be granted.

But this company just hands out loans
