Wesbank going against the Minister of Transport grace period to renew drivers licences

I am trying to buy a vehicle via Wesbank for 200K but to my surprises they are having and issue with Expired licences which is also being renewed awaiting the delivery. why will a company such as Wesbank go against the Government announcement o grace period. Is this only applicable to Black People only. I have previously finance all my vehicle via Wesbank up to the Value of 500K. As their previous customer i am very disappointed in their approach.
