Vehicle written off 2007 ***ing money on outstanding disc)

Can Wesbank please remove my name on the vehicle that I was driving in 2007 I mean we in 2019 how many years back. I was in accident than I was told the vehicle will be write off I even went and bought another car which was financed by the same company which is wesbank now I bought a car January 2019 and I cant get a disc because there is outstanding amount I must pay for the car I was driving in 2007 , this is totally unacceptable , someone need to get to the bottom of this as I need the disc for my car I been using permit for too long now or maybe best way is to contact ombudsman. I really cant deal with this . Please remove my name on that car. and I don't understand after so long I must be reminded on how I survived the accident on that very same car.
