Unfair job allocations by Westbank or government department transport officers

Hi I am from Ditaba Service Centre Pty Ltd,we are a 100% female owned company in Polokwane, we are RMI approved and level 2 BEE recognized. We have been registered with Westbank as a merchant for a year and we are struggling to get work. When we enquire they claim its normal to get one or two vehicles a month and in actual fact as we drive around our area we can see other companies with more than 5 government vehicles in their premises . We requested they tell us we are doing wrong as to why we are not getting jobs and they say our profile is good. We believe as women we do not get a fair chance in this male dominated industry. Please assist.
