Unable to get copies of vehicle registration docs

We have been unable to get a paid up vehicle's registration documents since December 2015. My last feedback from Wesbank provided me with a tracking number and contact details for UTI couriers that supposedly are delivering the documents. I've been trying to track the delivery with UTI since Friday and I'm told that the tracking number provided by Wesbank doesn't exist. This is extremely frustrating as the vehicle can't be transferred unto my mother's name until we receive the documents.
