Paid off car, no Natis papers received 2 Months later

I have finished paid off a car with Wesbank on the 14th of May 2019. It is now 2 months later and I still have not received my Natis documents for the car after numerous requests and follow ups from my side. So now i have a car that is fully paid off 2 months ago already, but Wesbank is still the owner of the car. Simply put, you took my money, where is the papers for my car? I keep on following up but nothing is happening. Should i take a legal route to simply receive the papers from you for a car that belongs to me that i paid you for in full? Is this your level of after service?
