Not willing to give me a SIGNED paid up letter. Unable to change ownership of vehicle.

My account was settled at the end of August. I phoned Wesbank to request the eNatis documents and a paid up letter so that I can put the car on my name. I received these but when I got to the traffic department, I was informed that the letter must be SIGNED. I then phoned Wesbank and was told that they would email a new letter, signed and stamped. They emailed a letter but it was only stamped and not signed. I phoned the Gonubie traffic dept and asked if the stamp is sufficient. They said no, it must have a signature. I phoned Wesbank to request this letter for the third time. Then suddenly I was told that Wesbank has nobody who is authorised to sign such a letter and that I must send proof from the traffic department that the letter must be signed and that they would then consider what to do. However, I was basically told in so many words that, even if I produce such a letter, they still cannot give me a signed paid up letter because it is their "process" to simply stamp the letter and that nobody is authorised to sign it. I have never, ever missed a single payment on any vehicle I have ever bought from Wesbank but now suddenly they cannot even have the decency to provide me with a signed letter to confirm that the car is paid. Why is it such a big problem? Will they accept any documentation or applications, etc. from me which is not signed? The worst part is that this Maritsa or Mariska at the call centre just about said that I am lying and that no traffic department will ever ask for a signed letter. Also, in the meanwhile I am now unable to sell my vehicle and when I told her that, she basically said that it is just too bad. I have paid every cent of this vehicle. Every instalment was made exactly on time. I have never missed even one cent of a payment but now Wesbank is basically refusing to assist me to transfer ownership. So after all these years of paying, you are telling me that I still cannot own my car and it is just too bad. Worst, worst service ever! I am sure there is something in the Consumer Protection Act that will talk to this. Wesbank, I will never, ever use your service again. Even if it means I end up paying a higher interest rate elsewhere, there is no way that I will do business with you ever again for as long as I live. Pathetic and unacceptable service! I advise anyone to think twice before applying for finance at Wesbank. I am sorry that I even had to choose one star on the rating, because you deserve zero stars.
