Late delivery of De-Registration papers

I bought a car 2013, an I20 financed by Wesbank, the car was written off in October 2013, an e-mail for De-Registration Certificate request was send to Dereg@westbank and Service@wesbank. Dereg maybe didn't receive the emai bcos of mispelling but Service@wesbank did receive the email and it was read on Friday, November 08, 2013 8:17:04 AM (UTC+02:00) Harare, Pretoria. some emails were send for a follow-up, i still have the read notifications with me, nothing was done from Wesbank until 10/04/2013. My complain is that now i owe R588 to Traffic department, couldn't get a disk for a car that i own since 12/2013. When i call *** talked to Khosi Makhoba, she told me she's going to investigate an called me to say Service dep has to deal with this prbm
