Going around in circles!!

I am the appointed Executor of a deceased estate. We have been trying to obtain the deceased's vehicle registration papers to finalise the estate. I have supp**** Westbank with the Executor Letter that includes a Power of Attorney however we are going around in circles and getting no where. The Executor letter is a legal document that gives the Executor the power of attorney to obtain documents of the deceased like we are wanting to do now. At the start of my inquiries, Wesbank could not find the deceased details or vehicle details and simply wanted to mark the request as resolved. I eventually went to the licensing department and obtained a document that shows that Wesbank are holding the vehicle papers. Only when Wesbank received this did some action happen. The Letter of Executor has been provided to Wesbank more than once. Now I am being asked to provide a lot of unnecessary information and the request is going no where!! The Letter of Executor (that includes the Power of Attorney) is all that is required from me to obtain the documents but Wesbank have now sent me this: "Kindly be advised that we require the full names and signatures of two witnesses and the POA is to be signed in wet ink as electronic signatures are not accepted. The POA is required to comply with the following formalities: The full name and identity number of the customer; The full name and identity number of the agent; The date and place of signature; The signature of the customer; The full names and signatures of two witnesses; The POA must be signed in wet ink, no electronic signatures will be accepted; Each page should be initialed by the customer and two witnesses, the last page must be signed in full by the customer and two witnesses whose full names must appear; and Where the customer is deceased, please provide us with the Letter of Executorship or Letter of Authority. Please advise what action the agent wishes to perform on behalf of the customer"

I am at my wits end!
