Dispute

We requested a settlement amount for the vehicle in October 2019,we paid the settlement amount upon receiving the settlement.when we requested registration certificates of the vehicle we are being told there is an outstanding amount that we need to pay before we get registration papers.we don’t understand why we have to pay because we have settled the amount as per settlement letter.
