Collection fee excessive

Why does Wesbank charge 2 different amounts for DCA commision in the same month. i understand i am a month in arrears, but to charge DCA commission 2 times and this is every month. that does not seem right, could you please explain this too me? especially because, i called to make the arrangements with Wesbank to pay the one month arrears.
