Bad Attitude when requesting a paid up letter

So I pay up a vehicle which belonged to my late father, I then request the papers of the vehicle.<br> After a long period of time they arrived WITHOUT a paid up letter, which is not what frustrates me.<br> I phoned the person I had initially made contact with re the papers, she sends me some \version"of a paid up letter with no details of the vehicle"
