Arrears settled but the car still not released

A collection guy Pleasant Mashilo came to my house and said he was send by the bank to collect my car, I told him that the car is damaged is at the pannelbeater, after some conversation he told me to call the bank and arrange to settle my arrears in order for the bank to reverse the decision. The following day I called the bank and spoke to Natasha about my account and she advised that I need to settle my arrears ASAP in order for bank to reverse the action of taking my car. She advised me that the moment I have money I must confirm with her before making a deposit, on the 20th February 2016 I called to notify her that I have the money and she confirmed that I must make the payment. I did that and sent her a proof of my payment (R23000), then she wrote a letter to the repairer to release my car ( proof available) so on the 25th February she called again to say the car still what to take my car. I sent her several emails to get more clarity why the decision had been changed and she never rep****. I feel my account is not being treated fairly,why the wesbank is refusing to release my car from the repairer after I paid my arrears as instructed,Can somebody intervene to release my car
