3 MONTHS CAR STILL NOT REGISTERED IN MY NAME

I paid my last installment on my vehicle in June - i have since then been trying to get my papers, i paid the money that was requested for Wesbank to do on my behalf and then was told i needed to do it myself. i am now still waiting for my car registration papers and now on top of this i cannot renew my liscence disc due to car not being registered on NATIS - Wesbank what is the problem and excuse for the disgusting service?
