Wiper water bottle

Bought a car with them Dekra gold and did a check list to confirm if all was in order. Few months later I find out that the water bottle is liking and I am told that it wear and tear and they won't be able to fix it. Why their check list did not have water bottle so that we could have checked to confirm that it was OK. Asked to do a quotation after submitting it they reject.
