Why did I pay R1,700 ?

We Buy Cars made me pay an admin fee of R1,700, but did not change the vehicle into my name (Cash Sale) No one knows why we pay this fee (when I asked, for cash sale I am expecting this amount to at least change the vehicle into my name and I am sitting with a certificate for a car that I bought still registered under we buy cars name. It is expected that I must pay for road worthy certificate, pay for change of ownership and also pay for the license disc that expired in December 2021.
