Webuycars, dishonesty

I paid money to reserve a vehicle, which i did not purchase and i had a telephonic conversation with the agent telling him i would not like to purchase the vehicle, the money was supposed to be fully refundable, it is 4 weeks now and i still have not got my money back, all this was done electronically, now i have to jump ,through hoops to get back the money that belongs to me? can it not just go back into the account it came from,? its not rocket science
