We buy cars ignoring customers email and not refunding for over charging

After buying a vehicle from we buy cars in Port Elizabeth we battled for months to receive Natis documents. We had to eventually travel to Port Elizabeth only to find out that we had to license the vehicle ourselves as they only cover Port Elizabeth area. We paid them R2000 to license the vehicle for us. There was NO communication from them that they could not do it for me even though I sent countless emails. We were told we would be refunded. I emailed my banking details as well as the license disc to them. Once again NO communication from them. I have complained on their website, was contacted and told the money would be refunded in 8 days. It never happened. I emailed the person from customers care and she has twice referred me to Charlton from the branch, cc'd him in the email. I have contacted him directly on email, NO response. It is now 5 months. I am very disappointed and would not recommend them to anyone. I was charged and paid R2000 for something I had to do myself. I think it is of such bad taste to just ignore a customer's emails. They were quick to respond when they were taking my money but NOTHING when it comes to my refund!
