Waiting natis

I have purchased a Hyundai grand i10. I don’t know how dekra report says it has passed but most lights were not working and wiring was burned on 1 on the head light. Windscreen got a crack. My license disc has expired and we buy car jhb south hasn’t sent a NAtis and every time I call they tell me it is in Springfield Durban. We buys cars should not force people to buy their cars with their own warranty and service plans it should be an option to a customer who wants it or not . I am just more worried about getting a NAtis so we can send to the bank and getting a new license disc.
