They are good at selling cars...but don't want to change the ownership....

I bought a car from WEBUYCARS DOME on the 23rd August. and until now, I haven't received any car papers. I am a regular buyer from WEBUYCARS. But this time it is very very disappointing and frustrating. My license disc is out of date for one month. I visited again DOME on the 9th of this Month and talked to the lady who is in charge of releasing my paper. She said, traffic department rejected their application. and I talked to the manager...he was just saying I have to visit myself traffic department to sort problem out???? I never had this problem before. They always helped me properly. and released papers(like signed ownership change application form with car registration paper). And the salesman who helped me keep saying " wait i will sort it out" and Manager himself is not helping customer who is in trouble?? You guys are very good to sell the car but after sales you don't care about customers???? I have to keep avoiding police because my license disc is out of date and I don't have any paper. Or please you should give my money back if you guys don't want to help me to change the ownership....
